Outlook On The Republic Of Latvia's 'BB+/B' Ratings Revised To Positive From Stable; Ratings Affirmed Mar 11

Abstract
LONDON (Standard & Poor's) March 9, 2011--Standard & Poor's Ratings Services said today that it has affirmed its 'BB+' long-term and 'B' short-term ratings on the Republic of Latvia. We have also revised the outlook on the ratings to positive, from stable, and we have affirmed Latvia's '3' recovery rating. Latvia's 'BBB+' transfer and convertibility (T&C) assessment is unchanged. "The ratings on Latvia balance our view of the sovereign's weak external liquidity and large external debt burden--both of which are improving significantly--against its political stability, commitment to reform, shrinking fiscal deficits, and good growth prospects," Standard & Poor's credit analyst Frank Gill said.
