Standard & Poor's Ratings Services' rating on Marksville, La.-based Tunica-Biloxi Gaming Authority (TBGA) reflects its narrow business position as an operator of a single casino (the Paragon Casino Resort), and an aggressive financial policy regarding distributions to the Tunica-Biloxi Tribe of Louisiana. The casino's limited direct competition and good credit measures for the rating somewhat offset these factors. Our rating currently incorporates the expectation that revenue and EBITDA will continue to modestly decline through 2011, following continued soft, albeit improving, revenue trends in the Louisiana gaming market and recent performance at the property.
