Abstract Following the turbulence in the emerging markets in 1997-1998, a semblance of stability has returned to the banking systems of Central and Eastern Europe (CEE). In the past year, Standard & Poor's has not downgraded any banks in the 12 countries covered in its annual survey of the largest banks in CEE. On the contrary, as this report shows, the past year has seen several positive rather than negative rating actions on the region's banks, mainly driven by increased foreign direct investment. Some of the region's banking systems continue to suffer, however, notably those in the Czech and Slovak republics and in Romania.
