Broadband penetration in Greece is developing steadily despite the difficult economic conditions which have prevailed in recent years, and despite the 5% tax imposed of internet services from January 2017. These conditions have reduced consumer spend on services, with a knock-on effect on revenue. Nevertheless, the main operators have recently secured loans to enable them to build fibre-based next generation networks and so reach the European broadband targets for 2025.

The incumbent operator, OTE, still dominates the DSL sector though this is diminishing through wholesale access to other players via LLU. The slowly increasing consumer take up of broadband and a steady deployment of faster VDSL infrastructure has in turn encouraged the development of a range of IP services including videostreaming.

Consumers in Greece have limited choices, since the country remains the only one in Europe with a single access network, there being no cable platform and only a very limited reach of fibre infrastructure thus far.
