Abstract The credit standing of the International Monetary Fund (IMF) is sound, given its public policy role and the shareholder support that follows from that role. Its capacity to generate capital, however, has weakened since Standard & Poor's Ratings Services last analyzed this unrated institution (see 'The Financial Strength of the International Monetary Fund,' RatingsDirect, Dec. 8, 2004). The IMF posted a loss in fiscal year ending April 30, 2007, and continues to operate at a loss this fiscal year due to the sharp decline in its advances outstanding and to its not having a sufficient level of free capital to cover the fixed costs of its nonlending activities.
