Over the last few decades, the global oil refining industry has gone through many ups and downs. Historically, oil refining has been a low margin sector, with fewer investments, particularly in upgrading the existing capacity. However, in the period from 1970s to 1990s, there has been a considerable amount of investments in the sector; though the demand remained low due to financial crisis in Asia and lower industrial growth worldwide. This resulted in surplus refining capacity worldwide during this period.
