The rating reflects our view of the system's: Diverse regional economy without any growth-driven pressures on utility service; Ample long-term water supply to meet current and future demand; and, Limited additional capital needs, with mostly maintenance of efforts projects, likely to be funded on a pay-as-you-go basis for the near term.
