Abstract
Standard & Poor's Ratings Services affirmed its 'BBB' long-term rating on Baxter County, Ark.'s hospital revenue bonds issued for Baxter County Regional Hospital Inc., doing business as Baxter Regional Medical Center. The outlook remains negative due to our view of the hospital's limited history of operating surpluses and low, albeit stabilizing inpatient volumes. The negative outlook and 'BBB' rating reflect our view of Baxter's: Weak operating performance in fiscal 2010, with a negative 4.2% operating margin, and a history of erratic operating performance; Flat inpatient volumes well below historical levels; and Unfavorable gross payor mix due to the state's relatively low wealth and income levels and a local economy that is closely tied to the retirement and tourism industries.
