BBVA Panama S.A. Y Subsidiarias Assigned 'BBB-/A-3' Rating; Outlook Stable May 06

Abstract MEXICO CITY (Standard & Poor's) May 22, 2006--Standard & Poor's Ratings Services said today that it assigned its 'BBB-/A-3' counterparty credit rating to Banco Bilbao Vizcaya Argentaria (Panama) S.A. (BBVA Panama). The outlook is stable. The ratings are supported by Standard & Poor's Group Methodology, in which BBVA Panama is considered a weak strategically important subsidiary for Banco Bilbao Vizcaya Argentaria S.A. (BBVA), as well as its good financial performance and sound capitalization. The ratings on BBVA Panama are constrained by the bank's small market position within the Panamanian banking system, which is characterized by strong competition, the concentration of its loan portfolio in few customers, and asset and liability mismatch in the balance sheet.
