Abstract
The Utah Public Service Commission approved a settlement yesterday between Utah Power and Light Co. (the business name of PacifiCorp {A-/Negative/A-2} in certain retail markets), utility regulators, and consumer groups--negotiated in March--on the recovery of wholesale power costs incurred in 2001. Standard & Poor's views this settlement as supportive of the current ratings, which reflect PacifiCorp's relationship as a subsidiary of Scottish Power. The settlement allows for recovery of approximately $147 million of the $205 million originally requested by PacifiCorp. The recovery relates to replacement purchased power costs incurred during the outage of the Hunter 1 plant from November 2000 to May 2001 as well as power costs from May 2001 through September 2001 that exceeded those allowed by the...
