Standard & Poor's Ratings Services assigned its 'AAA' long-term rating, and stable outlook, to the town of Clarkstown, N.Y.'s series 2010 public improvement serial bonds and affirmed its 'AAA' long-term rating and underlying rating (SPUR), with a stable outlook, on the town's general obligation (GO) debt. The rating reflects our view of the town's: Strong local economy with access to the deep and diverse employment bases of New York City, Westchester County, and northern New Jersey; Affluent property tax base, demonstrated by above-average wealth and income levels and high market value per capita; and Strong financial profile, supported by the maintenance of stable reserves.
