Vietnam's Power Update

This report provides an overview of Vietnam's power sector which includes market structure, pricing, market perspectives and key factors. Despite some reforms, the power market in Vietnam is still a monopoly, where the Vietnam Electricity Group (EVN) controls the transmission and distribution of power. In 2010, EVN recorded VND8 trillion (US$415 million) in losses, excluding the burden of debts due to financial obligations and higher interest rates, totaling VND24 trillion (US$1.245 billion). Many power plants have entered the national grid a number of years behind schedule. The country would continue facing a power shortage of at least 3 billion kWh this year due to scarcity of water in reservoirs.
