Standard & Poor's Ratings Services affirmed its 'A+' underlying rating (SPUR) on Wasco Union High School District, Calif.'s general obligation (GO) bonds outstanding. The outlook is stable. The rating reflects our view of the district's: Good financial performance, which has led to the maintenance of a very strong fund position; Ability to control expenditures, reflecting good financial practices; and Low overall net debt as percent of market value (MV),combined with low carrying charges. These strengths are offset in part by our view of the district's: Limited local economy that is concentrated in agriculture and the oil and gas sector, and Very low per capita income indicator, combined with a historically high unemployment rate.
