Standard & Poor's Ratings Services assigned its 'AA' long-term rating to Monona, Wis.' 2011 general obligation (GO) promissory notes. At the same time, we affirmed our 'AA' rating on the city's GO debt outstanding. In our view, the rating reflects the city's: Participation in the Madison economic base, Good income and extremely strong wealth indicators, and Very strong financial reserves. The preceding credit strengths are offset in part by our view of the city's high overall debt burden. Monona's full faith and credit GO pledge secures the notes. Bond proceeds will be used to refund the city's 2006 notes for interest cost savings and to pay for stormwater renovation projects in the city. Final maturity on the notes is April...
