Standard & Poor's Ratings Services assigned its 'A+' long-term rating, and stable outlook, to Andover, Kan.'s series 2010B general obligation (GO) bonds and affirmed its 'A+' long-term rating and underlying rating (SPUR), with a stable outlook, on the city's existing GO debt. Standard & Poor's also affirmed its 'A+' long-term rating, with a stable outlook, on Andover Public Building Commission, Kan.'s lease-revenue bonds, supported by the city; we view these bonds as a GO equivalent. Annual rental payments, payable by the city to the public building commission under the lease but not subject to annual renewal by the city, secure the lease-revenue bonds and constitute an unconditional obligation of the city.
