Abstract The banking sector in Vietnam remains weak from a global perspective. Domestic banks are increasingly challenged to operate in a more competitive market, which in turn is likely to heighten industry risk. There has been some progress in terms of the sector's restructuring efforts, including deregulating the interest rate regime, and implementing restructuring plans for its state-owned commercial banks. Nevertheless, the banking sector remains characterized by poor asset quality, low capitalization, and weak profitability, while regulatory supervision is developing slowly.
