Standard & Poor's Ratings Services assigned its 'AAA' long-term rating and stable outlook to Lone Star College System, Texas' series 2011 limited-tax general obligation (GO) refunding bonds and affirmed its 'AAA' long-term rating and underlying rating (SPUR), with a stable outlook, on the system's existing GO debt. The system was formerly known as North Harris-Montgomery Community College District. The rating reflects our opinion of the system's: Access to Houston's deep and diverse economy; Healthy enrollment growth; Strong finances; Diverse revenue mix of state funding, local property taxes, and student tuition; Significant amount of revenue-raising flexibility that offsets any potential pressure from enrollment-driven capital needs; Low direct debt; and Relatively low funding of interdependencies with the federal government.
