Standard & Poor's Ratings Services assigned its 'A' rating to California State University's (CSU) $577 million systemwide revenue and refunding bonds, series 2005C. Standard & Poor's raised the university's revenue and refunding bond rating to 'A' from 'A-' in March 2005 due to the system's demonstrated favorable institutional characteristics in the areas of student demand, financial performance, growth in sponsored research, and fundraising--all during the period when the state had reduced funding and student fees were increased to make up for the shortfall. Continued progress in building institutional characteristics that could insulate the system from external funding changes would be viewed positively beyond the outlook period, as the state funding environment appears to have stabilized with the compact.
