Abstract
Standard & Poor's Ratings Services has assigned its 'AA+' long-term rating, and stable outlook, to the town of Falmouth, Mass.' series 2011 general obligation (GO) bonds and its 'SP-1+' short-term rating to the town's bond anticipation notes (BANs). At the same time, Standard & Poor's affirmed its 'AA+' long-term rating and underlying rating (SPUR) on the town's previously issued GO debt. The 'AA+' ratings are based on the town's: Stable, primarily residential tax base and stable local economy centered on trade, services, leisure, and hospitality; Strong wealth and income levels; Adequate financial position coupled with good financial management practices; and Low-to-moderate debt burden. The 'SP-1+' rating is based on the town's underlying credit quality and demonstrated access to credit markets...
