Abstract Water utilities globally are facing rising environmental pressures. In Australia, the restructure of integrated utilities and the participation of the private sector appear to be two methods increasingly used by government-owned utilities to manage and prepare for these growing pressures. Restructuring can shift the majority of environmental compliance responsibilities from the retail water distributor to the wholesaler. Private participation can shift a substantial level of financing costs and operational responsibilities from water utilities to third parties. The arguments for adopting such strategies are the efficiencies and effectiveness that result from allocating risks to parties best able to deal with them.
