Performance measurement plays an important role in managerial control. However, until recently, most of the assessment practices in irrigation scheme have been focused on one-aspect evaluation, mainly field measurement. There is still lack of a comprehensive evaluation framework. Supply Chain Management and its evaluation system have been adopted by many industrial organizations to control the effectiveness and efficiency of product manufacture but seldom on water. In order to evaluate the irrigation performance, this book designs a completely new method by using the Supply Chain Balanced Scorecard approach. Cau Son - Cam Son irrigation scheme in Northern Vietnam has been chosen for field implementation. Considering all the stakeholders including water users'judgments, with a view caring for all-round aspects, the results have showed that the new designed framework is a worthwhile tool for the future assessment of irrigation management performance. This book, therefore, should be especially useful for professionals in irrigation or water management, or anyone else who may be considering measuring the overall performance of an irrigation scheme.
