How does Norwegian democracy promotion influence the
advocates of democratic development, in the form of
civil society organisations, in North-West Russia?
This is the leading question in this journey between
Norwegian and Russian civil society and Norwegian
government funding. The regional democracy enhancing
role that Norway takes on in the High North policy
and its traceable influences in North-West Russia
will be explored on the way.
The financial and political background, on which
Norwegian democracy assistance to Russia is based,
is clarified through a review of the Barents
Cooperation and the High North Strategy.
Three hypothesis derived from prior research are
finally discussed in a qualitative analysis based
mainly on interviews and questionnaires with Russian
and Norwegian civil society actors and actors
representing authorities and grant givers.
Field work was conducted in Russia and Norway during
winter/spring 2007.
