Punishing offenders must be fast to enable the offender know her or his fate and to make the society satisfied. When a suspect is arrested the society expects the offender to be dealt with speedily. Delay in the delivery of judgments and rulings by magistrates,witnesses not bonded,accused persons sick,adjournments by advocates, prosecutors not ready,trial magistrates sick, political interference, corruption, inadequate staff and financial constraints.There was need to establish research services in the judiciary, to computerize the operations of the judiciary, have better remuneration of judicial staff ,probation officers, police and prison warders. There was need to recruit more staff to meet the ever increasing demand for legal services.There is need to train court clerks properly.The judiciary should have an independent budget to enable it meet its financial obligations and the government must consider increasing budgetary allocation to all agencies of Criminal Justice system (Police,Prison,Court and Probation and aftercare department).There was need to have public education on the rights of the citizens in solving their dispute through the court process
