The role of Councillors and Traditional Leaders require to be more complementary than competitive to achieve co-operative and community centred leaedrship that may improve service delivery and democratic local governance of people in rural areas. This is in spite of varying challenges the two institutions each face. Councillors are elected political representatives in their communities. On the other hand Traditional Leaders derive their leadership role from their traditionally inherited status which has historically developed over many centuries. To maintain social stability and improved local governance the two institutions need to work together.
