This research is all about developing a research tool that will be used to measure barriers to behavioral change in HIV prevention. It adresses the main barriers to ABC (abstinence, being faithful, condom use), VCT (voluntary counseling and testing) and care and support. The tool is intended to measure those behavioral change barriers among university students in developing countries. Besides, the methodology used in developing the tool is standard and includes qualiative methods for generating items, expert review and pilot study to refine and draft tools and major qualiative study to validate the tools. The study has established the validity, reliability and aggregation methods for the item data. Rotations and loading techniques were used for checking internal validity of the data.
