The development of a zero tolerance approach to deal
with street crime has been much discussed. Although
subject to debate, it is has proven effective in
certain locations as a way to decrease crime. While
street crime is being dealt with firmly by the state,
the economic and physical damage caused by corporate
organized offenders is currently increasing with
little by way of state reaction.

There is a view that such white collar offenders
should be dealt with through negotiation and
exhortation rather than through enforcement. My
argument, however is that zero tolerance can be
applied to white collar organized offenders. Changes
can be made in society and in criminal justice
systems to foster the components of a zero tolerance
framework.
