Information on vehicle’s real time location results in all sorts of efficiencies for a business whose success is based on effective management of vehicles. The performance boost gained in the overall fleet management system increases when the process of real time location acquisition is automated. More or less, individual technologies used as well as architectures adopted by companies to come up with such enabler technologies are similar. However, interoperability between products from different companies both at device and software level is difficult and, sometimes, impossible. In this thesis, therefore, an attempt is made to design and implement a Java based object oriented real time vehicle locator component framework for GIS enabled fleet management systems. The framework integrates GPS and GSM to determine spatial location and communicate same respectively. Moreover, a map based prototype system is developed using this framework and tested. Test results show that the framework can effectively acquire, save, and communicate real time location information in a reasonable period of time.
