The innovative use of ICT in a wider range of areas such as agriculture, health related services have been a concern for the government of developing countries powering the application of concepts and processes of e-businesses on e-government applications. In today’s world as the growing communities of businesses are providing services online, the issues related to business partnerships among services has become a concern. A monopoly in business offering composite service involving only the supporting business partners in delivering such services is created on this context. Similarly the quality of service attribute is associated with technical aspects such as response time and utilization of the services in providing composite services.
