New Public Management (NPM) and Good Governance have become the buzzwords regarding public sector reforms these days. This book deals in general with the question 'how do these concepts fit into the developing world?'. In more detail the research is about the kind of reform initiatives used by developing countries, the focal points concentrated on in these initiatives, the public perception of these reforms, and the difficulties faced when implementing NPM and good governance reforms. After giving a definition of the two central terms these concepts are discussed in the context of the developing world. The general section is followed by a description of the Philippines and bureaucratic reforms there. The main part examines four main bureaucratic reform initiatives (Program on Rationalizing and Improving Public Service Delivery, Governance Improvement, Improvements in Civil Service, and in Information and Communications Technologies) within the Medium Term Philippine Development Plan 2004-2010.
