Man-hazard structures including both terrorist and intentional acts have been studied for decades by the military personnel, while most engineers in the civilian sector are not familiar with these types of structures. More broadly, the majority of the civilian design community is not well-versed in how to design properly for protection against extreme events. The main reason for this is a lack of information on evaluating design blast loads. Also structural behavior and response to these types of loads is quite complicated.
