The human rights instruments enshrine rights that the States must respect and guarantee for all persons under their jurisdiction. The work of human rights defenders is fundamental for the universal implementation of those rights, and for the full existence of democracy and the rule of law. The tireless work of human rights defenders has been essential in the defense of rights under dictatorships, authoritarian governments, and during internal armed conflicts. Today, in a context marked by democratic governments, the work of human rights defenders continues to be essential for the process of strengthening democracies. The objective of this book is to identify the patterns of violations of those who work in the defense of human rights in the region, and at the same time to highlight the special risk faced by some groups of defenders. We points out that this book provides a preliminary overview of a variety of topics that will be examined in depth in more detailed thematic reports. Finally, through this book proposes to the states measures to legitimate, promote, and protect the work of human rights defenders.
