Standard & Poor's Ratings Services assigned its 'A-' rating and stable outlook to Pontotoc County Educational Facilities Authority, Okla.'s series 2011A educational facilities lease revenue bonds (qualified school construction bonds (QSCBs)) and 2011B educational facilities lease revenue bonds, supported by Pontotoc County Independent School District No. 24 (Latta), Okla. The rating reflects our opinion of the district's: Long-term creditworthiness; and Pledged lease, subject to annual appropriation and annual renewal. We believe the district's long-term creditworthiness reflects its: Limited, but stable, local economy; Good income; Concentrated property tax base; Strong finances, supported by, what we consider, significant state aid for operations; and Moderate debt based on market value.
