The government banned smoking in public and enclosed areas starting from 19 July 2009. Water pipes are a tradition for Turkish people, and are smoked in water pipe cafes. As a result of the smoking ban, many of these water pipe cafes started to shut down. Mainly during the winter months, they lost many customers. Although the smoking ban affected the sales negatively, smoking tobacco saw an increase of 4% in volume terms, thanks to the shift from illegal sales of tobacco to branded legal sales.
