Abstract
Standard & Poor's Ratings Services affirmed its 'A+' underlying rating (SPUR), with a stable outlook, on the University of North Carolina (UNC) Board of Governors' series 2002A system pool revenue bonds. The 'A+' SPUR reflects: Sizable and increasing state support from 'AAA' rated North Carolina; Solid enrollment trends, with good student quality; Healthy operating performances from the universities in the pool; and Manageable debt burdens for the institutions. The bonds are a several obligation of the individual institutions that make up the pool; therefore, each rating reflects the credit quality of the weakest university in the pool.
