BOSTON (Standard & Poor's) Sept. 23, 2011--Standard & Poor's Ratings Services lowered its short-term rating on Hamden Town, Conn.'s general obligation (GO) bond anticipation notes (BANs) lot A and B to 'SP-1' from 'SP-1+', pursuant to our revised criteria for evaluating and rating BANs. At the same time, Standard & Poor's assigned its 'A' long-term rating to the town's series 2011B GO refunding bonds. In addition, Standard & Poor's affirmed its 'A' long-term and underlying (SPUR) ratings on the town's outstanding debt. The outlook is negative. The 'A' ratings reflect our opinion of the town's: Good location near diverse employment opportunities; Strong income levels and very strong per capita market value; Adequate liquidity and cash flow; and Low debt burden,...
