Abstract
On April 1, 1998, a British newspaper reported that, to integrate the U.K.'s traffic patterns with the rest of Europe, all traffic would drive on the right. However, the report continued, to ensure a smooth implementation of this major initiative, the change would be phased in--for the first six months the regulation would apply only to buses and trucks. Of course, the report was an April Fool's Day prank. But it highlights the importance of taking each and every variable into account when restructuring long-established complex patterns.
