Abstract
Standard and Poor's Ratings Services assigned its 'AA' long-term rating to Kane, McHenry, Cook, and DeKalb Counties Community Unit School District No. 300 (Carpentersville), Ill.'s series 2011 general obligation (GO) refunding school bonds. At the same time, we affirmed our 'AA' underlying rating (SPUR) on the district's previously issued GO debt. The outlook is stable. The rating reflects our view of the district's: Participation in the deep and diverse Chicago metropolitan area economy; Very strong income levels and extremely strong market value per capita; Very strong combined reserves in its general (educational and operations and maintenance funds) and working cash funds, despite the estimated general fund drawdown in fiscal 2011; and Moderate debt burden as a percentage of market value....
