Abstract
Standard & Poor's Ratings Services affirmed its 'BBB+' underlying rating (SPUR) on Consolidated Bell Mountain Ranch Metropolitan District, Colo.'s general obligation (GO) limited-tax refunding bonds outstanding. The outlook is stable. The rating reflects our view of the district's: High total mill levy that is expected to equal as much as 167.2 mills in parts of the district; Declining assessed value (AV); and High overall debt burden and a prolonged amortization schedule, with only 48.9% of principal retired within 20 years. These weaknesses are partially offset by our opinion of: An affluent and diverse tax base that participates in the large and economically diverse Denver consolidated metropolitan statistical area, and An increase in unreserved general fund balances.
