Abstract
Standard & Poor's Ratings Services affirmed its 'BBB+' long-term rating on Spanish Peaks Library District, Colo.'s $1.75 million general obligation (GO) bonds series 2008. The outlook is stable. The 'BBB+' rating reflects our opinion of the district's: Historically adequate general fund performance, although the district experienced general fund deficits in fiscal years 2008 and 2007; Strong 33.5% unreserved general fund balance in fiscal 2010 based on unaudited figures; Low overall debt burden, with limited future capital plans; and A limited economy, with below-average incomes and a limited employment base.
