In a rapidly deregulating environment, electric utilities, gas transmission companies, and gas distribution companies are diversifying asset portfolios and developing new businesses that extend beyond traditional regulated activities. As part of this strategy, utilities have either initiated or are devising plans to enter the broadband market in the telecommunications industry. This includes laying fiber-optic lines, trading bandwidth rights, and providing local Internet service.
