The rating reflects the following characteristics: A stable and primarily residential service base, with income levels we consider adequate to good; Affordable water rates; Maintenance of financial metrics that range from low (liquidity) to good (debt service coverage); and A debt-to-plant ratio that we consider low. Debt service is secured with net revenues of the water system.
