Abstract
As the debate over global warming escalates, the combination of public opinion and scientific findings may prompt the U.S. Congress to address greenhouse gas emissions in some form, building on steps already taken by several states. The primary focus will likely be on reducing carbon dioxide (CO2) emissions from the nation's power plants. Public power utilities are examining a range of methods to reduce emissions in anticipation of such legislation. Although the cost of reducing emissions is uncertain, it will probably be substantial. Therefore, remediation will likely represent a significant operational and financial challenge to the public power industry, and to ratepayers who will ultimately bear some of the costs.
