Abstract
The rating on the Grand River Floodwalls and Embankments Drainage District, Mich.'s bonds is based on Kent County's limited-tax GO pledge. Bond proceeds will be used to construct flood control facilities in the city of Grand Rapids and are expected to be paid from special assessments assessed against the city at large. Kent County's 'AAA' GO rating reflects: An expanding economic base anchored by a broad manufacturing sector; Continued tax base growth; High financial reserves; and Manageable debt burden.
