Standard & Poor's Ratings Services raised its underlying rating (SPUR) on Palm Beach County Solid Waste Authority, Fla.'s improvement revenue debt one notch to 'AA' from 'AA-' based on the authority's financial flexibility and ability to carry out a significant capital improvement plan (CIP) while maintaining affordable assessment rates. The outlook is stable. Standard & Poor's also assigned its 'AA' standard long-term rating, and stable outlook, to the authority's series 2008 improvement revenue bonds. In our opinion, the ratings also reflect the authority's: Revenue mix that relies primarily on assessment fees for two-thirds of its revenues, significantly insulating the system from waste flow fluctuations; Strong operational and financial performance of the authority's integrated solid waste system; and Capital facilities plan...
