The rating reflects our view of the district's: Local economy based on the tourism and manufacturing sector; Strong market value per capita levels; Very strong general fund reserves; and Moderate overall net debt burden, coupled with rapid amortization. In our view, the district's below-average income levels partially offset the above strengths. The district's GO pledge secures the bonds. Management plans to use bond proceeds to current refund the district's GO refunding bonds of 2002 for interest savings.
