European PVC Industry - Addressing Environmental Concerns through Voluntary Programs

Summary

Polyvinyl chloride (PVC) is one of the most commonly used plastics globally with applications in sectors such as construction, transportation, electronics, medical devices and consumer products. The European PVC industry initiated a 10 year sustainability development program in 2000 called Vinyl2010 which set a number of targets related to the recycling of PVC and the use of PVC additives. It was highly successful with all objectives met within the first 10 years. Following on from this success, the industry introduced a more intensive program called VinylPlus which will continue the objectives of the industry through new targets and challenges related to the production of PVC: organochlorine emission during the production and transportation of PVC resins and products, sustainable use of energy and additives and awareness issues.

Vinyl2010 has helped to reduce the hazardous impact of PVC production by increasing the recycling rate and removing toxic stabilizers. The recycling target was 200,000 tons under Vinyl2010 which was overachieved by more than 50,000 tons. Encouraged by this success, the recycling target under VinylPlus has been set at 800,000 tons. Another major success point has been the elimination of cadmium based stabilizers and the reduction in the use of lead based stabilizers. Cadmium based stabilizers were phased out in 2010 and a 50% reduction has been observed in the use of lead based stabilizers. The target year for the phase out of lead based stabilizers is 2015.
