The rating upgrade on Cook County, Ill.'s unlimited-tax GO bonds reflects continued strong financial performance due to revenue growth and improved budgetary controls. The rating also reflects the county's strong economy and a high and growing overall debt burden. The county has three primary functions: Public safety, including courts and corrections; public health; and general government, which includes highway maintenance as well as tax collections for underlying units. Proceeds will finance new courtroom facilities and a portion of the funding for a new hospital that will replace an antiquated 598-bed facility.
