Standard & Poor's Ratings Services affirmed its 'BBB' rating on Reeves County, Texas' certificates of participation outstanding, issued for Reeves County Detention Center (RCDC). The outlook is stable. The rating reflects our assessment of: A history of high demand and competitive per-day rate for the facilities; Good historical debt service coverage (DSC) and adequate DSC during the periods after prison disturbances at the end of 2008 and the beginning of 2009; Ongoing communication between the county and the Federal Bureau of Prisons (FBOP), resulting in agreed-upon modifications and population levels; Strong community and county support for RCDC; and Recent extension approved for the two current contracts.
