Japan Defence and Security Report Q4 2011

The publication of Japan's defence white paper for 2011 angered Beijing for its focus on the ‘China threat' theory which Tokyo used as justification for an ambitious military build-up. China calls the document ‘irresponsible'. The white paper also commented on the situation on the Korean peninsula, saying North Korea was destabilising security in North Asia Of Japan's many territorial disputes, the one concerning the Takeshima/Dokdo Islands flared again with new school textbooks published recently reiterating Japan's territorial claim to the islets it calls Takeshima.

Tensions rose further when three South Korean parliamentarians visited Kunashiri - one of the four Russian held islands claimed by Japan. The defence white paper again asserted Tokyo's claim to the group of islets. There was sign of a possible thaw over the issue when former Japanese foreign minister Seiji Maehara visited Iturup, the largest of the South Kuril Islands and refused to comment on the island's territorial ownership.

The Defence Ministry set up four teams to restart the stalled process of relocating the US Marine Corps' Futenma air station on Okinawa while the defence white paper praised the US security alliance as an ‘indispensable cornerstone for peace and stability of the Asia Pacific region'.

The white paper announced new programmes and reorganisations for major defence agencies including The Maritime Self-Defense Force (MSDF) and the Air Self-Defense Force (ASDF). It announced that the authorised number of SDF personnel will be reduced by approximately 2,000 to approximately 246,000 by 2016.
