Coal Shortage Likely to Impact the Growth of the Power Sector in India

Summary

An increasing shortage of coal supplies is likely to impact the growth of the power sector in India. The country may end up under-utilizing or even idling some of the coal-fired power generation plants. This trend is occurring due to the shortage of coal supply to the private and government owned utilities from the country’s largest, state-run supplier, Coal India Limited (CIL). The demand and supply of coal resources was affected due to a recent decision by the government of India to prioritize coal supplies to generators which sell electricity through power purchase agreements (PPAs) over Independent Power Producers (IPPs) that run on 30% imported coal. The government had targeted the production of 660 million tons of coal in the current year, but the target is now expected to fall short by 139 million tons because of new regulations and delays in granting licenses, including emissions control. Although CIL has assured to supply about 600 million tons in 2016-17, the actual availability is likely to be 415 million tons, leading to a shortfall of 185 million tons by the end of the 12th Five Year Plan of the country. While India is said to have abundant coal reserves, the country has not been able to achieve the required production from these reserves, and a steep rise of coal imports to meet the growing demand for power is expected in the country over the next couple of years.
